With reference to previous correspondence as
noted in the margin on the subject of

European and American lunatics, I have the
honour to inform you that I have had
under consideration the question of
making better provision for Chinese lunatics in this Colony.
Hitherto it has been the practice to send to
His Britannic Majesty's Consul-General at Canton Chinese lunatics
who are not British subjects. These have been handed over to the
Chinese Authorities.

Since the overthrow of the lanchu Government
these lunatics have been sent by the Provisional Government to the
John G. Kerr Refuge for the Insane at Canton, a Missionary
Institution under skilled American management. This institution
became so overcrowded at the end of Ley last owing to influx of lunatics from Hongkong,where owing to the unsettled state of China an unusual number had taken refuge that no more lunatics could be
admitted. An arrangement was therefore proposed to the Authorities
of the Institution whereby the Hongkong Government should make an annual grant of $3,600 per annum to it in consideration of their
receiving Chinese lunatics who had resided for a considerable period in Hongkong. It was suggested by Sir F. Lugard that Chinese
